Job Summary
The Inside Sales II will manage contracts for the sale of goods and services, equipment, materials and products. Responsible for review of solicitations, generation and/or support of proposals, negotiation of contracts including terms and conditions, review of price and cash flows, manage contract performance and contract closeout under the general supervision.

Primary Responsibilities
Essential functions of the position include, but are not limited to:

  • Responsible for post award contract administration, follow-up, general problem solving and order status
  • Coordinate with Account Managers, Supply Chain, Pricing and other functions as applicable to ensure contractual requirements are met
  • Participate in customer calls and meetings (as applicable)
  • Perform and maintain order entry in MRP and Government systems such as Wide Area Work Flow (WAWF) and Commercial Asset Visibility System (CAVS)
  • Maintain Contracts repository/records ensuring consistency and standardization
  • Monitor On-Time contract deliveries
  • Review and participate in Production solicitations and provide proposal support for submission to customer.
  • Prepare, submit and negotiate Repairs and Spares proposals with inputs from management.
  • Understand and communicate lead times and risks of deliverables.
  • Evaluate and analyze Contracts and/or Subcontracts terms and conditions
  • Prepare documentation for internal contract review / approval, accept Customer Purchase Orders
  • Provides internal organization direction and recommendations on contract requirements
  • Coordinate with manager of Contracts to review and assess complex contract terms
  • Review and process all contract amendments and changes
  • In collaboration with Account Managers (AMs) and Business Unit Managers (BUMs), act as a liaison with customers to maintain, preserve and enhance Palomar’s image with its customers, thus ensuring favorable long-term relationships. May include some level of account management responsibilities as assigned by AM/BUM such as Backlog Management
  • Interface with accounting to resolve any payment issues on contracts
  • Coordinate and work with Trade Compliance in support of export license applications (as applicable)
  • Interface with all levels of management on contractual matters and requirements pertaining to a contract performance and execution
  • Responsible for ensuring proper document control is maintained
  • Prepare periodic reports for dissemination to other departments

  • Provide on-going assistance to other departments within Palomar during day to day operations
  • Perform such other assignments as may be required from time to time by management
  • Participate in the Manufacturing/Operations/Supply Chain/Sales and bookings meetings in support of overall contract management
  • Seek to make improvements in processes and procedures

Qualifications
  • Must have excellent communication and oral communication skills
  • Must be computer literate in Word and Excel
  • Ability to define problems, collect data, establish facts and draw valid conclusions.
  • Must have knowledge of contract law and the Federal Acquisition Regulations (FAR), Truthful Cost or Pricing Data Act (TCPA)  
  • Knowledge of Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR)
  • Strongly motivated, engaged and self-driven
  • Proven good judgment, organizational and problem-solving skills
  • Must be a US person

Education/Previous Experience Requirements
  • Four-year college degree in Business, accounting or a related field
  • Three (3) to six (6) year experience in Government Contracting


Salary range: $65,000 – 115,000
